SC-1500 · LOUISIANA TUTORING INITIATIVE · APPROVED PROVIDER
A struggling reader doesn’t grow out of it. The gap just gets quieter and wider.
Every semester behind is harder to close than the last. And “$1,500 voucher” sounds simple until you’re staring at a long list of providers and a program that has run a waitlist — wondering which choice won’t cost your child the whole year.
Pick the team that has done this well, for years, right here in Louisiana.
WHY FAMILIES CHOOSE TLC OF AMERICA
Not a new name on the list. A track record.
Plenty of providers can bill a voucher. Fewer can show you what changed. Here’s what makes ours different.
Years of approved delivery
We’ve been a vetted Steve Carter provider for years, delivering measurable outcomes for learners, parents, and the schools that trust us. This isn’t a pilot for us.
Tutors who’ve been there
Liz Hines leads a team of experienced tutors with learning-difficulty backgrounds. They teach the child in front of them because they remember being that child. That’s a model you won’t find on most lists.
We test before we teach
Every learner starts with a real assessment, not a guess. So the very first session targets the exact skill that’s holding your child back — and no time gets wasted.
THE MONDAY MODEL
In four-day-week parishes, Monday is our classroom.
Some Louisiana parishes run school four days a week. We turn that fifth day into something powerful: high-dosage tutoring inside the schools your child already knows.
Same buildings. Same buses. Same rooms. No new drop-off logistics for parents, no unfamiliar building for a nervous kid – just more focused time on the skills that count, on the day the doors would otherwise be closed.

HOW WE BUILD THE PLAN
Three reads before the first lesson
A proficiency score tells you your child crossed a line. It doesn’t tell you why. We use three assessments together to find out – so the plan fits your child, not the average child.
ASSESSMENT 01 – THE BIG PICTURE
MMM Screener
Flags the patterns behind most reading and math struggles, including the two most often missed: dyslexia and dyscalculia.
ASSESSMENT 02 — LITERACY DETAIL
ELLA
Pinpoints where reading breaks down – decoding, fluency, comprehension – so instruction starts at the right rung.
ASSESSMENT 03 – MATH DETAIL
EMA
Separates number sense from word-problem anxiety from unfinished facts, so we teach the cause, not the complaint.
Put together, the three tell us whether it’s decoding, fluency, number sense, or working memory – and the tutoring plan writes itself. Every child gets a session built for them from day one.
Steve Carter Program
Longtime LDOE-approved tutoring provider for the $1,500 voucher.
LDOE Accelerate
Registered Accelerate: High-Dosage Tutoring provider for in-school support.
LA GATOR Scholarship
Approved ESA vendor – families can use GATOR funds with us too.
Teacher PD
We train teachers, not just tutor students – professional development that lifts whole classrooms.
GETTING YOUR CHILD ENROLLED
Four steps, in the order that matters
You handle two quick things with the state. We handle everything after that.
1
Get the LASID
Call your child’s school for their 10-digit Louisiana Student ID. They’re required to give it to you.
2
Apply with the state
Confirm eligibility on the official Louisiana Tutoring Initiative portal using the LASID.
3
Pick TLC of America
Choose us from the approved provider list. That’s the moment your voucher starts working for your child.
4
We assess & start
We run the assessments, build the plan, and get your child into sessions – in Alexandria or online.
DOES YOUR CHILD QUALIFY?
Two rules. Pick your child’s grade.
Here’s the exact rule the state uses. The official portal gives you the final answer, using your child’s LASID.
Your child likely qualifies if they scored below proficient on the beginning-of-year literacy or math screener at school.
For math specifically, a teacher can also flag your child as eligible if they’re clearly struggling, even without a low score. Not sure of the result? Ask your child’s teacher directly.
Have these ready for the state portal:
- Your child’s 10-digit LASID number
- Your school district and school name
- Your child’s grade level and date of birth
Your child likely qualifies if they scored below mastery on last year’s state ELA or math assessment (LEAP).
Your child’s school has this result on file. If you never received it, request it in writing — schools are required to share it with you.
Have these ready for the state portal:
- Your child’s 10-digit LASID number
- Your school district and school name
- Your child’s grade level and date of birth
Opens the state site in a new tab. TLC of America does not decide eligibility – only the Louisiana Department of Education does. Once you’re approved, come back and choose us as your provider.
